In short, you only pay for the number of people reading the FT frequently. "Frequently" means anybody who reads nine or more articles within a 30 day period. We also provide free access to a wider group of people who just need to read the FT occasionally. “Occasionally” means anybody who reads eight or fewer articles within a 30 day period.
